Request Summary

The Environmental Protection Agency respectfully requests Controlling Board approval to increase appropriation authority in the amounts of $3,000,000.00 for FY 2026 and $2,005,800.00 for FY 2027 in fund 5030, ALI 715621 (Hazardous Waste Facility Management); and $4,000,000.00 for FY 2026 and $1,800,000.00 for FY 2027 in fund 5050, ALI 715623 (HAZARDOUS WASTE CLEANUP). Additional appropriation will be used to fund multiple environmental remediation projects at brownfield sites in northeast, southeast, and southwest Ohio.

Explanation

Ohio EPA's Division of Environmental Response and Revitalization (DERR) investigates and remediates contaminated and hazardous waste sites across the state. The requested appropriation would allow the Division to protect communities and encourage economic development through four projects listed below. Details on each project are included in the attached document.

Project #1 (Fund: 5030, Hazardous Waste Facility Management. Amount: $5.0M)

Master Chrome Services, Inc. (Master Chrome), located at 5709 Herman Avenue, Cleveland, Cuyahoga County, Ohio.

Project #2 (Fund: 5050, Hazardous Waste Clean-Up. Amount: $4.1M)

Former gas station brownfield sites located in Trumbull and Belmont Counties.

Project #3 (Fund: 5050, Hazardous Waste Clean-Up. Amount: $1.0M)

East Palestine, 448 Taggart Street site.

Project #4 (Fund: 5050, Hazardous Waste Clean-Up. Amount: $750k)

Bells Foundry, located at 130 N. High Street in Hillsboro, Ohio.
