Throughout fiscal year 2024, the State Board of Education has discussed with the General Assembly potential avenues to balance the Teacher Certification and Licensure fund. The State Board of Education is now working very closely with the Office of Budget and Management to review operations and find efficiencies. By taking advantage of available shared services for human resources and fiscal operations, the Board will decrease planned expenses in fiscal year 2025. Additionally, travel freezes and reducing board meetings down to one day will continue to yield savings.
While we continue to strive for operational savings, because the majority of the revenue for this fund is received in the spring, the fund is projected to run a deficit starting this fall and continue until spring, when it will be back in a positive position. The State Board of Education respectfully requests a transfer of Emergency Purposes funding to maintain solvency through fiscal year 2025 and we look forward to discussing our budget and revenues during the upcoming operating budget process.
